Decision Model
SCS does not decide what to write. It records a human decision and keeps the evidence beside it.
GOS is supporting, not a verdict
scs score computes:
n_sv = sv / max(sv for the site across all workspaces) * 100
n_kd = kd
gos = n_sv * (100 - n_kd) / 100
gos_tier = P1 / P2 / P3 / P4
gos_tier is a band, not a priority. It does not set decision, does not set
status, and does not block a keyword. A low-GOS keyword can be go when it
fills a cluster gap or carries high business value; a high-GOS keyword can be
no when competition, knowledge, experience, or E-E-A-T fit is poor.
The old priority column was renamed to gos_tier to stop it being read as a
verdict. Existing data is migrated automatically by scripts/migrate_schema.py.

Gate
A keyword can move to Selected only when decision=go. scs check enforces
this. The decision is recorded before the brief, so the writer does not spend
time on a keyword the operator has not approved.
Cluster-first selection
The cluster plan is the primary planning unit. clusters.csv can be populated
from Researched onward, before a keyword is Selected. This lets you see the
pillar, cluster, and supporting gaps first, then decide which page to produce.

A cluster gap or a strategic pillar can justify a go even when GOS is low.
What SCS will not do
- It will not auto-select a keyword from GOS.
- It will not auto-approve a brief.
- It will not publish live.
- It will not treat a reviewer name as a QA pass.
Those are human decisions, recorded in the CSV and enforced at the gates.
